Must be first, parsed statically before injectBuild() dynamically inserts vendor CSS post-paint (Chromium reverses @layer priority for stylesheets added that way; see ONESIE-51143). TEMPORARY inline copy, not a separate stylesheet link: on stage, the standalone file this used to reference resolved to the app shell's HTML instead of actual CSS, a MIME mismatch the browser refused to apply. Duplicated in public/index.html and public/screens/index.html too, so keep all three in sync. Drop the duplication once PrimeReact and RSv2/RSv3 are retired and S2 is the only design system left.
